Purpose and Scope of the Administrative Procedure Act

The Administrative Procedure Act governs the procedures agencies must following in exercising their powers.  The APA applies to "agencies," but does not apply to Congress, to the Office of the President, to the courts, or to the military.  Those entities are considered under separate tabs in this guide.
