Fla. Stat. Ch. 120 is the Florida's Administrative Procedure Act. The APA describes the rule-making and decision-making processes for Florida's agencies. It also describes the manner in which agency rules and decisions must be published. See Rule-making.
If an agency takes action or promulgates a rule in a manner which is not in accordance with the APA, it will have acted outside of the authority delegated to it by the legislature, and its action may be challenged. See Rule Interpretation and Enforcement.
The Pocket Guide, published by the Florida Legislature's Joint Administrative Procedures Committee and last updated in 2012 (before recent amendments), nonetheless still provides a good overview of the APA processes.
