There is no centralized authority of IEL. Foreign decisions, including the UN and its related bodies' resolutions and declarations, may express general environmental law principles and support.
Access to foreign court decisions varies among jurisdictions. Many courts provide jurisprudence on court websites which are searchable (although English translations are rare).
Remember, periodicals are a good source for citations/text of national and international case law.
